Not necessarily, and much depends on what else you're wearing.
If you work for a very conservative business, don't wear red heels. If the place is a little looser, red heels could brighten up an otherwise fairly professional outfit --a navy suit or dress, a navy blazer worn with a gray skirt, a gray pantsuit -- something like that.
But only you know whether red heels would be acceptable in the sort of place you work.
I feel that it depends on the shoe, and the outfit.
If everything else is calm, like the bright red shoe is a kitten heel and worn with a neutral (but I wouldn't say black--gray or peach/beige) outfit, I don't see a problem. But if the heel is anything but a kitten heel, I wouldn't wear it to the office.
